It shall be the duty of all commercial or contract haulers of garbage, trash, refuse,
tree trimmings and the like, whether such waste results from residences, commercial
establishments, tree trimmers, landscapers, contractors in the building and construction
business and the like, to apply to and receive from the director, a permit for the
doing of such work. Applications for this permit may be obtained in the office of
the director.
