The following words, terms and phrases, when used in this division, shall have the
meanings ascribed to them in this section, except where the context clearly indicates
a different meaning:
Sanitary landfill
means any site managed, controlled and operated by the city for the purpose of disposing
of garbage, trash, debris and other types of refuse material. Such sites being operated
for the purpose of maintaining and protecting the public health, safety and welfare.
