§ 78-2. Free use.

  • The library shall be free for the use of the residents of the city, subject to such reasonable rules and regulations as the board of trustees for the library find necessary, provided that the trustees may charge reasonable fees for the use of certain copies of popular fiction and nonfiction, and providing further that the trustees may provide a charge for books kept out over a certain length of time.
